7/21/2023 - 7.21 TOWN UPDATE Dear Fairfielders, Summer is an especially busy time of year with many more pedestrians and cyclists sharing our roads with vehicles during the warm weather months. In light of the pedestrian fatality that occurred on Redding Road, I wanted to take some time to share important information and safety precautions. Our Police, Engineering, and Public Works departments work hand in hand to address road safety, infrastructure and traffic regulations issues that arise. It’s important to note, that Fairfield’s infrastructure including our roads were built when the town had less than half the population we do now. The Town actively works on traffic calming and safety issues all across Fairfield's 270 miles of roadway, and then makes recommendations to the Police Commission, which has the statutory authority over traffic signs and markings. Last month I asked our Department of Public Works (DPW) to engage with a professional firm to conduct a comprehensive assessment of our existing sidewalks. The objective is to identify the areas with the most pressing repair and replacement requirements, allowing us to allocate resources appropriately. The report is similar to the one we did for the Town road paving program. We anticipate having the sidewalk report in time to include a funding proposal in our capital planning this Fall. By prioritizing road, pedestrian, and bike safety, we invest in the quality of life for everyone. I asked our Police Department to put together a safety reminder sheet. I hope you’ll take a few minutes to read through it and if you have children to share it with them. While each of us are responsible for own behavior, the Town is committed to do everything we can to provide the safest community possible. THIS WEEK'S HIGHLIGHTS METRO CENTER $3 MILLION GRANT WPCA DIGESTER TOUR LYMANAID UKRAINE EVENT FAIRFIELD FIRST RESPONDERS FAIRFIELD AMERICAN LITTLE LEAGUE TOWN GOVERNMENT NEWS ENGINEERING DEPARTMENT - DUCK FARM ROAD BRIDGE UPDATE The Duck Farm Bridge project is proceeding on schedule and on track for completion by the end of September. The contractor is currently in the final stages of finishing the abutment foundations, which are critical components that support the bridge’s structure. Once the abutment foundations are finished, the next step will be the installation of the structural steel for the bridge deck. The installation of the structural steel is an important milestone in the project and marks a significant step towards the completion of the bridge. The Engineering Department is closely monitoring the progress to ensure the project stays on schedule. FAIRFIELD PARKS AND RECREATION - SGT MURPHY PLAYGROUND/NICHOLS STREET RIBBON CUTTING The newly upgraded Sgt. Murphy Park on Nichols Street behind the Fairfield Fire Department and across from the Fairfield Police Department recently re-opened with all new playground equipment. I had a lot of fun celebrating the renovated park with members of the Parks and Recreation Department, Commission, members of the Fire and Police Departments. Special thanks to Parks and Recreation Director Anthony Calabrese for his work overseeing the project. It was so wonderful to see how much joy the new playground is bringing to the neighborhood children. I’m looking forward to the next stage of improvement that will include a new picnic pavilion on site. METRO CENTER $3 MILLION BROWNFIELD GRANT On behalf of the Town of Fairfield, I want to express my sincere thanks and appreciation to the State, particularly Governor Lamont and DECD Commission Daum, for coming to Fairfield today to celebrate the award of this generous grant of $3 million that is a crucial step toward addressing the pressing need for the clean-up and redevelopment of this 4.9-acre brownfield site. This once-thriving location was formerly part of the Bullard Machine Tool complex sadly remained vacant for decades due to the challenges posed by contaminated materials. I want to acknowledge the dedication of our Town departments that worked closely with Post Road Realty, the contract purchaser of this site, to craft a successful grant application. Post Road Realty is an experienced multi-family developer headquartered in Fairfield that has a notable track record of successful projects, including "The Anchorage," a thriving 90-unit residential community in downtown Fairfield. The impact of this grant extends beyond the cleanup of the abandoned brownfield site. It will facilitate a significant redevelopment that will contribute to the growth of Fairfield's grand list and boost the economic vitality not only of our town, but also the entire region. Upon completion, this project is projected to generate over $1.5 million in annual property taxes. PUBLIC COMMENT ON UI TRANSMISSION LINE REBUILD PROJECT The Connecticut Siting Council is holding a Public Hearing Via Zoom on Tuesday, July 25th at 6:30 pm to receive public comment on UI’s Transmission Line Rebuild 115-kV Project. The hearing will be on an application from UI for a Certificate of Environmental Compatibility and Public Need for the Railroad Transmission Line 115-kV rebuild project that consists of the relocation and rebuild of UI’s existing 115- kilovolt (kV) electric transmission lines from the railroad catenary structures to new steel monopole structures and related modifications along about 7.3 miles of the Connecticut Department of Transportation’s Metro-North Railroad corridor between Sasco Creek in Southport and UI’s Congress Street Substation in Bridgeport. FAIRFIELD SOCIAL SERVICES - BACK TO SCHOOL GIFT CARD COLLECTION It feels like summer just started, but it’s not too early to be thinking about getting ready to go Back to School. Fairfield Social Services is already collecting gift cards and donations to help Fairfield’s students get ready for a strong start to the new school year. Last year, our Fairfield neighbors, individuals, businesses, faith-based and community organizations, helped more than 130 Fairfield students with gift cards to purchase supplies needed to start the school year prepared and ready to learn. Each year, the number of students needing assistance increases. If you would like to help a Fairfield student, please consider mailing or dropping off a gift card from Amazon, Walmart or Target - or anywhere families may shop for their loved ones. Cash donations to purchase gift cards are also helpful. Fairfield Social Services is located in the Bigelow Center for Senior Activities, 100 Mona Terrace. OWEN FISH SOIL ILLEGAL DUMPING TRIAL UPDATE Scott Bartlett, Fairfield’s former public works superintendent who was found guilty in connection with illegal dumping of contaminated soil from Owen Fish Pond, will be sentenced at 2 pm on Monday, July 24th. Since I took office, members of our community have reached out to me asking for information on how to share their thoughts with the Court as the cases moved through the justice system. As with any sentencing, members of the public may share victim impact statements for the Court’s consideration. AMERICANS WITH DISABILITIES ACT 33rd ANNIVERSARY July 26th will mark the 33rd Anniversary of the Americans with Disabilities Act (ADA). Fairfield honors the inclusion and access promoted by the landmark civil rights law for disabled Americans. Grounded in four core outcomes of full participation, equal opportunity, independent living, and economic self-sufficiency, the ADA prohibits discrimination on the basis of disability in contexts such as of public accommodation, employment, transportation, and community living and provides recourse for people with disabilities who faced discrimination. Penfield Pavilion Updates TAX COLLECTOR - PROPERTY TAX BILLS The 2022 Grand List property tax bills were due on July 1, 2023. To look up your tax bill and pay online, click here. WATER POLLUTION CONTROL AUTHORITY (WPCA) - DIGESTER TOUR Mark Elletson, Chairman of the Water Pollution Control Authority, and members of the WPCA held a public meeting this week for residents to tour the Water Pollution Control Facility (WPCF). John Bodie, WPCF Superintendent, led residents through the sewage treatment plant and answered questions about its operations, including the digester that is currently undergoing recommissioning. FAIRFIELD'S FIRST RESPONDERS IN MEMORIAM - RETIRED DEPUTY POLICE CHIEF DON SMITH Retired Deputy Police Chief Don Smith passed away on July 4th, 2023, with his loving family by his side. Don served 31 years with the Fairfield Police Department and rose to the rank of Deputy Chief. Don graduated from the University of New Haven with a bachelor's in criminal justice and then later pursued a master's in criminal justice management at Sacred Heart University. He also was a graduate of 253rd session of the FBI National Academy in Quantico, Virginia. Don was a member of Monroe Volunteer Emergency Medical Services and served as their chief for the past 12 years. When he was not at work, Don enjoyed spending time outdoors, woodworking, playing various games, and spending time with family and friends. His presence will be greatly missed, and we extend our sincere condolences to his family. FAIRFIELD FIRE DEPARTMENT - PARISH COURT ANNUAL PICNIC On Sunday, July 9th, the Parish Court Picnic resumed its annual tradition after a brief absence due to COVID. The picnic, which began over twenty years ago, started as a way for Fairfield Fire Department firefighters, their families, and community residents to get to know each other independent of first responders or victims. Many thanks to all who helped with the event, especially Assistant Fire Chief Sherwood, Fire Lieutenant Charney, Firefighter’s Heath, Krajcsik, Falcone, Paules, Salvatto, and Batchelor from Station 2, Lieutenant Smith, Firefighter Streibe, and Firefigher Madia from Station 3, and a special thanks to Firefighter Madia's sons: Theo, Cooper, and Eli Madia. FIRST RESPONDER CAR WASH Huge thanks to Brian Duffy, his son Brian, and the many volunteers from SASO for organizing a First Responder Car Wash. Over 30 vehicles from both the Fairfield Police and Fairfield Fire Departments were washed in just about 2 hours. This group of student volunteers did an amazing job as always. This is the 4th year this group has organized this event and their efforts are truly appreciated. 43rd ANNUAL FAIRFIELD FIREFIGHTERS HALF MARATHON Fire Lieutenant John Calandriello and Fire Chief Denis McCarthy celebrated the success of the 43rd Annual Fairfield Firefighters Half Marathon with the presentation of a check for over $80,000 for local charities. Lt. Calandriello serves as the Half Marathon Race Director and is supported by members of the Fire Department and other local groups. OFFICER DOMINIC MIGLIARO NAMED OFFICER OF THE QUARTER BEGINNING JULY 15 All the Lieutenants and Sergeants of the Patrol Division recently met and after careful deliberation, unanimously selected Officer Dominic Migliaro as Officer of the Quarter (OOQ) for the period of July 15th, 2023, to October 14th, 2023. From the start of the year to the present, Officer Migliaro has initiated 48 motor vehicle traffic stops, and issued 10 infractions and summons. COMMUNITY NEWS HELP FUND FOOD COMPOSTING PROJECTS IN FAIRFIELD'S PUBLIC SCHOOLS Sustainable CT, the nonprofit organization supporting sustainability initiatives in towns statewide, is offering Fairfield a challenge grant that would fund school cafeteria composting at several more of the Town’s public schools. The goal is $25,000 and Sustainable CT grant will match contributions at 1.5 dollars for every dollar raised. The PTA Green Teams anticipate that this funding will enable the participating schools to divert as much as 140 tons of food waste from landfill. You can help achieve the funding goal by clicking here. The current school budget has funds for three schools to do cafeteria food waste composting: Mill Hill, Holland Hill and Riverfield. This grant will allow the addition of Dwight, Burr, North Stratfield and possibly additional elementary schools. Food waste is a huge problem in the U.S. -- 11% of greenhouse gases come from food waste in landfills. The average elementary school student throws away 1.1 lbs. of food each week. Composting food waste is a fun and interactive way for students to feel they are having an impact on their world. Allyson joined a team of 75 of the world’s top balloon artists in Greeley, Colorado for four days to build a larger-than-life, space-themed exhibit out of 125,000+ biodegradable balloons, before opening it to the public to walk through and enjoy. PUBLIC WORKS - ROAD PAVING UPDATE Road paving will resume at of end of the summer. For residents who live on streets scheduled for paving, you will be notified when your street will be impacted by roadwork if you are enrolled in the Town's Emergency Alert System. OPERATION HOPE | FOOD PANTRY Operation Hope’s Food Pantry is open to all Fairfield residents on Monday, Wednesday, and Friday from 10:00 AM – 12:00 PM and Thursday from 4:00 PM – 6:00 PM. Items can be dropped off at 636 Old Post Road between 9:15 AM – 5:00 PM, Monday through Friday. AMERICANS WITH DISABILITIES ACT 33rd ANNIVERSARY
July 26th will mark the 33rd Anniversary of the Americans with Disabilities Act (ADA). Fairfield honors the inclusion and access promoted by the landmark civil rights law for disabled Americans. Grounded in four core outcomes of full participation, equal opportunity, independent living, and economic self-sufficiency, the ADA prohibits discrimination on the basis of disability in contexts such as of public accommodation, employment, transportation, and community living and provides recourse for people with disabilities who faced discrimination. I’m proud that Town of Fairfield strives to achieve an inclusive, accessible, and equitable community for people with disabilities. Don graduated from the University of New Haven with a bachelor's in criminal justice and then later pursued a master's in criminal justice management at Sacred Heart University. He also was a graduate of 253rd session of the FBI National Academy in Quantico, Virginia.
Don was a member of Monroe Volunteer Emergency Medical Services and served as their chief for the past 12 years. When he was not at work, Don enjoyed spending time outdoors, woodworking, playing various games, and spending time with family and friends. His presence will be greatly missed, and we extend our sincere condolences to his family.
