5/6/2022 - 5.6 BUDGET UPDATE

Dear Fairfielders,

I wanted to take a moment to share with our community that the Town budget had its final vote just after midnight on Tuesday by the Representative Town Meeting (RTM), and the Board of Finance (BOF) set the final mill rate last night.

While the RTM was debating the Town budget on Monday night, the CT House of Representatives passed the state budget; and on Tuesday evening the State Senate did the same. The Town confirmed that an additional $1.2 million in PILOT funding would be coming to Fairfield. The increased municipal aide is due to the higher assessed valuations of Fairfield University and Sacred Heart University as a result from last year's revaluation.

This revenue adjustment, along with the increase in collection rate that I previously recommended (moving to approximately 98.89), allowed the BOF to lower the mill rate increase to .96%.

I think it is important to note that if the budget that passed the BOF and the RTM by the majority, had maintained the Board of Selectmen's (BOS) $7.9 million increase to the BOE, the mill rate increase would have been .26%.

The Board of Finance voted last night to set the mill rate increase to .96%.

Every decision I make leading our town is made with the best interests of our residents and employees in my mind. I think in the end, additional adjustments could have been made, especially during this difficult economic climate, but thankfully the additional PILOT money the Town is receiving will help lessen the impact on our taxpayers.

I was very encouraged to see a large number of residents writing to elected officials last weekend and engaged throughout this process, which can be very long and sometimes difficult to follow. I want to thank those members of our community who took time to participate in the budget process. I hope my newsletter updates have been helpful and that you’ll continue to stay involved.

I also want to take the time to recognize and thank the hard working men and women who deliver for the Town of Fairfield to help to make it a safe and great town to live in.

I included some helpful links below of local newspaper articles on the budget, and links to watch the RTM budget meeting, appeal meeting, special Board of Selectmen meeting where I talk about the new PILOT money, and the BOF mill rate meeting.

We will send the regularly scheduled town update next Friday, the 13th.

I want to wish all Fairfield Moms a very relaxing and enjoyable Mother’s Day. We deserve it.

Sincerely,

Brenda L. Kupchick
