The Board of Health has been discussing changes to Section 1.7 of the Fairifeld Public Health Code in its August and September meetings. A vote will occur at the November 11, 2014 Board of Health Meeting to consider adopting the proposed changes.
Proposed Changes to Section1.7 of the Public Health Code:
Reason: The license, permit and plan review fees charged by the Fairfield Health Department have not changed since 2004. The purpose of this increase is to establish an annual 2% increase in such fees and allow for other fees to be adjusted annually based upon costs. In addition, as the department is now improving its customer service by accepting credit card payment of such fees, this increase will lessen the potential initial decrease in revenues caused by the associated processing fees. The revision to this section change is also related to the change earlier this year in Section 14 of the Fairfield Public Health Code in which the $50 3-Year Qualified Food Operator (QFO) certification fee was eliminated with the plan to include that fee in the Category 3 and 4 establishments (those required to have a QFO) license fees. This proposal includes a one-time $10 increase to the Category 3 and 4 license fees such that the same $50 fee is collected over the new 5-year certification period. A minor reorganization of the fee schedule has also occurred to more clearly designate the license, permit and plan review fees that will increase 2% annually and the other fees will only increase based upon costs.

Proposed New Section 1.7
1.7 On the first day of January of each year, all license, permit and plan review fees shall increase by (2%) two percent over the fee for the prior year. The increased fees shall be rounded to the nearest whole dollar. The fee schedule in this section shall be updated to reflect this increase. Other fees shall be based upon costs and adjusted by the Director of Health accordingly on the first day of January of each year, and shall be published as appropriate.
