Dear Fairfielders,

September 11th marked 21 years since our lives were forever changed by terrorist attacks on our country. While those acts shattered steel, they did not shatter American resolve. This past Sunday, I joined our Fairfield Fire and Police Departments, elected officials and members of our community to honor Americans who perished in the attacks and their families, including the First Responders and citizens who either risked or lost their lives to save their fellow citizens on that fateful day. It is a time to reflect on our shared history that We Will Never Forget.

TOWN GOVERNMENT NEWS
TOWN CHARTER
Residents will have an opportunity to cast their vote on proposed changes to the current Town Charter in this year’s election. Election Day is Tuesday, November 8, 2022.

8-30G | AFFORDABLE HOUSING
In case you missed it, my op-ed on 8-30g was published in the CT Post last week. You can read it here. This remains a very important issue for our residents and I will continue to speak out on the common sense changes our state legislature should make.

BENEFICIAL PROGRAM FOR BUSINESS & NONPROFITS
The Connecticut Department of Revenue Services (DRS) has approved six programs submitted by the Town of Fairfield for inclusion in the 2022 Neighborhood Assistance Act program, which is a program designed to provide funding to State-approved community programs. The NAA works with businesses to provide a State tax credit for cash contributions made to these community programs.

Businesses that make charitable contributions to a qualified program are eligible to receive a credit, valued at 60% to 100% of the amount contributed, on their State Corporate Income Tax. The minimum contribution on which a tax credit may be granted is $250, and the maximum contribution that any non-profit or municipal entity can receive under this program is $150,000.

The following programs were approved for inclusion in the 2022 NAA Program:

  • Fairfield Theatre Company – General Operating Support
  • Fairfield Theatre Company – Energy Efficient Upgrades to Stage One
  • CT Radio Information System – Audio Accessibility for Visually Impaired Persons
  • Operation Hope of Fairfield – Energy Efficient Rehab for Affordable Housing
  • Operation Hope of Fairfield – Community Hunger & Homelessness Services
  • Wakeman Boys & Girls Club – Southport Clubhouse Energy Efficiency Upgrades

This is a real ‘win-win’ situation for both the non-profit groups and the businesses involved. On the one hand, community organizations are able to raise much needed funds to help support a number of very worthwhile initiatives that benefit local residents. On the other, businesses that make a charitable gift toward these programs are able to reduce their corporate tax liability.
REGISTRAR OF VOTERS
I want to thank Steve Elworthy for his service to the Town of Fairfield as the Republican Registrar of Voters (ROV) for the past six years. Steve has dedicated many years as a public servant previously serving as a Deputy Registrar and on the Board of Selectmen. I hope you’ll join me in wishing Steve well as he pursues other opportunities.
Steve Elworthy appointed Cathy Politi as Deputy Republican Registrar of Voters on April 14th, and per State Statute, she will fill the vacancy left by Steve as the new Republican Registrar for the Town. Since being appointed as Deputy Registrar, Ms. Politi has attended the new Registrar training at the Registrar of Voters Association Conference that was held last week, and in her short time in the ROV office, has shown dedication to the position. 
There has been a lot in the news recently about our Registrar's Office. I want to reassure every resident that I take my job as First Selectwoman very seriously and place a high priority on following the law. As the First Selectwoman of the Town of Fairfield, it is my responsibility to respond to complaints on any matter from any department and follow through to ensure all employees are following Town policies, local and state laws.

There have been accusations being made on social media that are unfortunate and irresponsible. The State Elections Enforcement Commission (SEEC) opened an investigation into the Democratic Registrar of Voters actions publicly disclosed, and those not disclosed, based on a referral from the Secretary of State’s Office. These allegations are serious, and my administration supports SEEC’s investigation into these matters.

I have made it a priority to highlight volunteer opportunities for our community through my newsletter. It has been encouraging to see so many residents filling out forms to serve on one of our many Boards and Commissions in Town. Please visit https://fairfieldct.org/vacancies for a full list.

If you would like to be considered to serve on a board, please send a resume (or short bio) and a completed questionnaire to the Office of the First Selectwoman. You can submit them one of two ways:

STRATFIELD VILLAGE ASSOCIATION
On September 9th, I was joined by Community & Economic Development Director Mark Barnhart to receive a check for $150,000 from the Stratfield Village Association (SVA) representing the private funds that were raised by the SVA in support of Four Corners Improvement Project.

The SVA has worked closely with Town staff and Fairfield's State Legislative delegation to secure additional funds for the Four Corners Project. Through our combined efforts we have set aside $1.3 million to defray the cost of the project and to help keep Fairfield a wonderful place to live.

SEEKING PURPLE HEART RECIPIENTS 
The Town of Fairfield is looking to locate and recognize WWI, WWII, Korea, Vietnam, Desert Storm, OEF, OIF and other Purple Heart recipients, Gold Star families and families of deceased Purple Heart recipients. There are many Purple Heart recipients and families in our community. We would like to recognize and celebrate each one at an upcoming Veterans Day Celebration. Details to follow.

FAIRFIELD'S FIRST RESPONDERS
FAIRFIELD FIRE DEPARTMENT
Congratulations to newly promoted Lieutenant Jordan Charney of the Fairfield Fire Department. Lieutenant Charney is a natural leader. He has led many Departmental Special Operations Training Classes already and regularly advises the Department on the purchase of Rescue Equipment.

I hope you will join me in wishing Lieutenant Charney good luck in his new position.
FIRE OPS
Fire Ops is a program designed to give decision-makers a chance to experience the challenges our firefighters face in the course of their duties. The controlled situations the Fire Department organized intend to provide individuals with a new perspective on their work, and an opportunity to see and feel the same environment firefighters operate in first-hand.

I am glad I was able to join the Fire Department and attendees yesterday to observe this informative program.

FAIRFIELD POLICE DEPARTMENT
I join a grateful Town in congratulating Captain Antonio Granata on his successful completion and graduation from the FBI National Academy earlier this week. Captain Granata graduated as part of the National Academy’s 283rd Class.

The FBI National Academy is a program run by the Federal Bureau of Investigations for active law enforcement executives and also for international law enforcement personnel who seek to enhance their education in their field to raise law enforcement standards, knowledge, and cooperation worldwide. The FBI National Academy candidates go through an exclusive 10-week accredited course sanctioned by the University of Virginia. Course studies include procedural law, behavioral science, forensic science, the terrorist mindset, communication, health and fitness, and overall leadership development. After being nominated, candidates undergo a thorough background investigation, physical and medical evaluation, and psychological evaluation before being accepted into the program. Only the State’s finest law enforcement executives are selected for this program. Captain Granata joins an exclusive list of leaders who have graduated from the program in the past.
WELCOME NEW OFFICERS
Last week, I had the honor to give the oath of office and welcome new Police Officers Michael Schaal, Austin Kasbarian and Jason Mezzancello to the Fairfield Police Department. Officer Schaal comes to Fairfield after serving with the NYPD, and Officer Kasbarian previously served the Dekalb County (GA) Police Department. Officer Mezzancello is an entry-level officer who will be attending the Connecticut Police Academy later this month. Upon completion of the academy, he will return to Fairfield and enter the field training and evaluation program.

I am proud our Police Department is able to recruit such quality candidates in what has been a very difficult recruiting environment for police departments statewide. I hope you will join me in welcoming these new Fairfield officers and in wishing them safe and successful careers.
COMMUNITY NEWS
AQUARION INFRASTRUCTURE WORK
Aquarion Water Company continues to perform essential work on water infrastructure in Fairfield necessary to ensure continued system reliability. On September 6th, construction of a pressure-reducing facility replacement project began at the intersection of Governors Lane and Bronson Road in Fairfield.

This infrastructure upgrade is part of an ongoing program to improve Aquarion’s water distribution system and to ensure the highest quality water and service. The project is designed to maintain water main pressure and fire flow capacity in the greater Bridgeport area and is expected to be completed in April 2023.

WATER RATE CASE
There has been a recently-filed rate case of the Aquarion Water Company before the Public Utilities Regulatory Authority (PURA). I have submitted comments to the PURA Executive to express my opposition, which you can view here. I encourage residents to voice their opinions at the following meetings below: 
On September 8th, the first public hearing was held in person, with many in attendance opposed to this increase. You can read the article in the CT Insider covering the topic here.

Aquarion is proposing an inclining block rate structure for single-family, residential customers. This tiered approach would result in smaller increases for efficient/average use customers. Inefficient/high use customers would see a larger increase at the top two rate tiers.  
FAIRFIELD PUBLIC LIBRARY  | NEW DEVICE CHARGING STATIONS
Fairfield Public Library announces the installation of two solar-powered device-charging stations, one at its Main Library on Old Post Road and one at its Fairfield Woods Branch Library on Fairfield Woods Road.

The Sprint Stand-Up Solar Charging Stations provide power for smartphones, tablets, and other hand-held devices. They are equipped with LED lighting, a tabletop, and USB/USB-C charging outlets. The charging stations are located outside of each Library for easy access by Library users even if the building is closed or in the event of a power outage.

Purchase of the outdoor solar-powered charging stations, as well as additional Library acquisitions, was made possible by the Institute of Museum and Library Services under the provisions of the American Rescue Plan Act (ARPA), administered by the Connecticut State Library. 

At Fairfield Public Library, funds from the ARPA Grant were used for mobile shelving units for both Libraries, Nanoseptic surface cleanliness products, WiFi counting software, and the recently installed charging stations.
FAIRFIELD BEACHES UPDATE
The Town's Department of Public Works will begin winterizing all the beach bathrooms and park comfort stations on October 17th.
 
Penfield I bathroom, located on the lifeguard side, will close for the season on November 1st.
OPERATION HOPE SEEKS NEW HEADQUARTERS
The Town has been working closely with Operation Hope to find a new headquarters due to the importance of their mission to help those in need and the indispensable impact the organization has on our community. Operation Hope is urgently searching for a new headquarters before they are displaced by Ireland’s Great Hunger Museum. It has been quite a challenge for them due to the availability and affordability of real estate in Fairfield. They plan on hosting a fundraising campaign to be able to afford their future new location. There is currently a deal in the works, but it won't be until possibly January or later to guarantee the space. You can read more about these efforts in the Fairfield Citizen.
PAINT THE TOWN PURPLE
The Alzheimer's Association’s Connecticut Chapter is the primary source of information and support for the thousands of residents in our State dealing with the effects of Alzheimer's disease. Its mission is to provide and enhance care for those affected, reduce the risk of dementia, and eliminate Alzheimer's disease through the advancement of research.
 
The Town of Fairfield proudly recognizes "Paint the Town Purple" as a pivotal awareness campaign for the Alzheimer's Association. From September 12th to September 18th, businesses in the Town of Fairfield will "Paint the Town Purple" by putting up purple promotional materials as well as purple lights and ribbons in their storefronts to help increase awareness of the Association. The "Paint the Town Purple" initiative hopes to motivate people to join the 2022 Walk to End Alzheimer's at Calf Pasture Beach in Norwalk on October 9th, or to be aware of the services and programs the Connecticut Chapter provides.

CATCH A LIFT | INAUGURAL GOLF & TENNIS OUTING
On Monday, I was so proud to welcome Catch A Lift Fund to Fairfield. It was especially fun to have Fairfield and Westport Police Chiefs participate in a competitive, but friendly tennis match for Monday's Catch A Lift Golf and Tennis event!
 
Since its founding in 2010, the Catch A Lift Fund has helped thousands of post-9/11 combat-injured veterans regain their mental and physical health through gym memberships, in-home gym equipment, personalized fitness and nutrition programs, and a peer support network.

CAR SEAT SAFETY CHECK
Did you know that 73% of car seats are misused or improperly installed? The Fairfield Police Department, partnered with Yale New Haven, hosted a car seat safety check on September 14th for residents to get their car seats installed or safety checked. If you were unable to attend the event, the Fairfield Police Department offers free car seat installation. Please click here to schedule an appointment.

FAIRFIELD MUSEUM AND HISTORY CENTER
Ireland’s Great Hunger Museum of Fairfield and Quinnipiac University will present the exhibition, An Gorta Mór: Selections from the Collection of Ireland’s Great Hunger Museum, from September 17th – October 16th at the Fairfield Museum and History Center. The exhibition will feature pieces from Ireland’s Great Hunger Museum, which has the world’s largest collection of art related to the Irish Famine. The famine took place from 1845-52 and was the greatest social tragedy, in terms of morality and suffering, that Ireland has ever experienced. The selections on exhibit range from ones created at the time of the Great Hunger in the mid-19th century to contemporary reflections of this period in Irish history.
Don't miss the Fairfield Museum and History Center's Town Hall Green walking tour on Saturday, September 17th from 10 – 11:30 AM. You'll learn about a Native prehistoric village, the 1639 Town center, witch trials, the Revolutionary War battleground, and the Burr Homestead, where John Hancock married Dorothy Quincy. These stories, and more, await a fascinating journey through time. Visit their website to register in advance of the tour!

EMERGENCY PREPAREDNESS DISCUSSION
September is National Preparedness Month. Join the Fairfield Public Library as Fairfield Fire Chief and Emergency Management Director Denis McCarthy helps residents prepare for the upcoming storm seasons. Chief McCarthy will review the Town of Fairfield Disaster Response Plans and measures taken to better respond and cope with the immediate aftermath of a disaster to reduce loss of life or property. He will also highlight how residents and businesses can prepare and respond to emergencies and disasters.

MILL RIVER WETLAND COMMITTEE
Community Clean-Up
Join the Mill River Wetland Committee (MRWC) clean-up on Saturday, October 1st from 12:00 – 1:30 PM. The MRWC will be cleaning up the Mill River Open Space area to prepare for our public River-Lab sessions. Sign up here.
Experience River-Lab
You know the River-Lab program, but there have been many changes over the years. MRWC is offering a unique opportunity for the public to participate in their units as they prepare for our student trips. Not everyone can attend the in-school programs, but this is a chance to experience the award-winning River-Lab program as a family.
 
On September 24th from 9:30 – 11:00 AM, the River-Lab Groundwater unit will be offered as an Information Session to the public. This session is also for those intending to attend as chaperones with their students. Sign up here.

ITALIAN CAPPUCCINO MANUFACTURER CHOOSES FAIRFIELD
Established in 1969, RCW USA is the subsidiary of CMA, one of the largest and leading manufacturers of commercial espresso machines based in Susegana, Italy. They have chosen Fairfield for its US headquarters. 
 
The company produces renowned espresso machine brands, such as Astoria, Wega, and Tempesta, which are sold in over 140 countries worldwide. State-of-the-art technology and sustainability are key factors that define their brands globally. I was excited to officially welcome this successful company to Fairfield last night at a lovely reception at their new offices. The cappuccino was great!

COVID-19 UPDATE
Fairfield Health Department will be conducting booster clinics with the new bivalent Covid-19 vaccines.  A Pfizer-Only clinic will be held on Saturday, September 24th and Moderna-Only clinics will be held on Wednesday, September 28th and Friday, October 7th. Appointments are required.  Click here for more details.
 
The CDC uses “Community Level” indicators, which focus on the presence of severe illness as indicated by hospitalization-related data to determine prevention steps. COVID-19 cases in Fairfield to trend downward over the last several weeks and Fairfield County is currently in the CDC’s “Low” Community-level category, with all counties in CT being in the “Low” or "Medium” categories. The Health Department recommends residents follow the CDC guidance, which includes talking to your provider about wearing a mask and other precautions if you are high-risk, staying up to date with vaccination, and getting tested if symptomatic.
 
If you are experiencing COVID-19 symptoms or have tested positive for COVID-19, you may be eligible for oral COVID-19 medications. For a list of Test to Treat locations in Fairfield, please visit the Test to Treat website. If you have any questions, please speak with your primary care physician.

For vaccination locations, there are numerous sites available in Fairfield and nearby, as well as daily walk-in clinics in many Towns. The bivalent booster was approved this week by the FDA under EUA. THE ENCHANTED CASTLE
The Enchanted Castle, presented by the Junior League of Eastern Fairfield County, is a family-friendly event that will take place October 26th – 30th at the Burr Mansion! HALLOWEEN ON THE GREEN
The Fairfield Museum, in partnership with Fairfield Parks & Recreation and Experience Fairfield, is excited to present the 6th annual Halloween on the Green event on Sunday, October 30th from 12 – 4 PM on the Museum Commons. This free family event will feature trick-or-treating, giveaways, displays in the historic buildings, food vendors, a bounce house, and much more. Get your family costumes ready!

INVASIVE SPOTTED LANTERNFLY 
The Spotted Lanternfly (SLF) adults are out this time of year. If you confirm a population on Town property, please notify this Department at (203) 256-3071.

Information related to the SLF from CTDEEP is available here, and from USDA Animal and Plant Health Inspection Service, here.

The Conservation Department has been in correspondence with the U.S. Forest Service, CT Agricultural Experimental Station and the Town's Tree Warden regarding the SLF. An informative flyer from the CAES can be found here. 
OPERATION HOPE | FOOD PANTRY 
Operation Hope’s Food Pantry is open all Summer to all Fairfield residents on Monday, Wednesday, and Friday from 10:00 AM – 12:00 PM  and Thursday from 4:00 PM – 6:00 PM.
 
Items can be dropped off at 636 Old Post Road between 9:15 AM – 5:00 PM, Monday through Friday. During the month of September, Operation Hope is in need of the following items:

Are you in need of recycling your plastic plant pots and are unsure where to go? The Home Depot offers customers the option to recycle their plastic plant pots at no charge, all you need to do is follow three simple steps:
  • Look for the black recycle sign with the green plant in your local Home Depot garden center
  • Place your pots on the rack
  • Home Depot will accept any plastic containers

Save the date! The Fairfield Food Truck Festival returns on Sunday, Oct. 2nd at Jennings Beach (rain date October 9th). This year The Friends of Fairfield Public Library will partner with the Town of Fairfield for an expanded event featuring concerts, attractions, and of course, over 20 food vendors. Bring the family or meet friends between 11 AM and 6 PM and enjoy a day at the beach!

The Library continues to offer a mix of in-person and virtual programming at both locations for children, teens, and adults. Please view our online calendar of events on our website to see the offerings and reserve your spot!

We are open for browsing! Visit Monday –  Friday, 10 AM – 6 PM, Saturday 10 AM – 4 PM, and closed on Sundays from July on. Drop in during browsing hours to check out items from our circulating selection, see our latest exhibit in the Perkin Gallery, or view treasures from our Special Collections. 

Now on view: The Lure of the Garden: The Enduring Desire to Work and Shape the Land
Whether for pleasure or practicality, humanity’s relationship with the soil has sustained since we quite literally planted roots as a species over 6,000 years ago. The Lure of the Garden invites visitors to explore the enduring desire to shape and cultivate the land, from the propagation of the “three sisters” – corn, beans, and squash – by Native Americans, to garden clubs, war-era Victory Gardens, and community and pollinator gardens. With materials dating back to the 1500s, the Monroes and the Wakemans, founders of the library, sought to curate a collection that would be democratic — of use to all classes of society from the financier to the farmer. Pequot Library’s Special Collections reflect the changing tastes, styles, and purposes of gardens, as well as their enduring lure.
