Personal Property Assessments
Personal Property used in commercial enterprises, such as machinery, equipment, furniture, fixtures, computers, cables, conduits, pipes, tools, leasehold improvements, supplies, video tapes, horses, etc., is subject to assessment in Connecticut and must be declared annually with costs and acquisition dates. Business inventory is not taxable. Declaration Forms are available from the Assessor for businesses to summarize their property by type and year acquired. The Assessor applies depreciation factors to estimate current values.
Personal Property Declaration Forms
Declarations mailed to businesses during September are due to Assessor by November 1st every year. We do not accept emailed as we cannot guarantee the security, we do offer online filling which is outlined below. If a business owner needs to request a 6-week extension for filing the form, the written request for an extension must be received by the Assessor's Office by November 1st. Connecticut law levies a twenty-five percent penalty assessment for failure to file a declaration, omitting property, or filing a declaration late after November 1st without having been approved by the Assessor for a filing extension. Assessment notices are mailed at the end of January.

On Line Filing
Online filing of Personal Property Declarations will again be available for the 2020 filing. To file online follow the below link, which will be available in late September 2020 and create an account using your access code from page 3 of the declaration you were mailed. The Assessor's Office will not be able to give out access codes over the phone. Once you have created your account you will be able to review last year's information and complete the current changes for the current year and file from your computer.

Personal Property Assessment Appeals
It is recommended that business owners first speak with the Assessor's Office before filing a formal appeal, to correct any errors or misinformation. If an owner believes that the personal property of a business has been incorrectly valued by the Assessor, the value may be appealed to the Board of Assessment Appeals, which will hold hearings during March 2021. The Board has the authority to change furniture, fixture, and equipment valuations it believes to be incorrect as of October 1, 2020.
In order to meet with the Board, an application must be completed and physically delivered to the Assessor’s Office by February 19, 2021. Hand Deliver or mail to: Board of Assessment Appeals, c/o Assessor’s Office, 611 Old Post Road, Fairfield, CT 06824-6646. NO FACSIMILE OR ELECTRONICALLY SCANNED OR TRANSMITTED APPEAL FORM COPIES WILL BE ACCEPTED (No faxes, photocopies, electronic scans or emailed electronic scans). The Board will notify the business owner or agent of the date, time and place of hearing by March 1, 2021. Appeal forms may be downloaded from the link below or are available from the Assessor's Office at 203-256-3110.
To appeal a personal property assessment, a business owner or agent should explain why they believe the value is incorrect and provide any combination of the following:
- Copies of depreciation schedules
- Income tax filing
- A list of all equipment owned
- A complete list of equipment that is leased, loaned or rented by the business.
The list or schedules should reflect what was owned on October 1, 2020 and identify disposals prior to October 1, 2020.
